Traveling speed

12.1

When choosing a safe speed of travel within the specified limits, the driver must take into account the traffic situation, as well as the characteristics of the transported cargo and the condition of the vehicle, in order to be able to constantly monitor its movement and safely manage it.

12.2

At night and in conditions of insufficient visibility, the speed should be such that the driver has the opportunity to stop the vehicle within the visibility of the road.

12.3

In the event of a danger to traffic or an obstacle that the driver is objectively capable of detecting, he must immediately take measures to reduce speed until the vehicle stops completely or is safe for other participants in the movement to bypass the obstacle.

12.4

In settlements, the movement of vehicles is allowed at a speed of no more than 50 km / h (new changes from 01.01.2018).

12.5

In residential and pedestrian areas, the speed should not exceed 20 km / h.

12.6

Outside settlements, on all roads and on roads that pass through settlements, marked with sign 5.47, it is allowed to move at a speed:

a)buses (minibuses) that transport organized groups of children, cars with a trailer and motorcycles - no more than 80 km / h;
b)vehicles driven by drivers with experience of up to 2 years - no more than 70 km / h;
at)trucks carrying people in the back, and mopeds - no more than 60 km / h;
d)to buses (with the exception of minibuses) - not more than 90 km / h;
e)other vehicles: on a motor road marked with a 5.1 road sign - no more than 130 km / h, on a road with separate carriageways that are separated from each other by a dividing strip - no more than 110 km / h, on other highways - no more 90 km / h.

12.7

During towing, the speed should not exceed 50 km / h.

12.8

On road sections where road conditions have been created that allow driving at a higher speed, according to the decision of the road owners or bodies to which the right to maintain such roads has been delegated, the permitted speed can be increased by establishing appropriate road signs.

12.9

The driver is prohibited:

a)exceed the maximum speed determined by the technical characteristics of the vehicle;
b)exceed the maximum speed specified in paragraphs 12.4, 12.5, 12.6 and 12.7 on the road section where road signs 3.29, 3.31 are installed or on a vehicle on which an identification sign is installed in accordance with subparagraph "i" of paragraph 30.3 of these Rules;
at)obstruct other vehicles by unnecessarily moving at a very low speed;
d)brake sharply (except when it is impossible to prevent a traffic accident without it).

12.10

Additional restrictions on the permitted speed can be introduced temporarily and permanently. In this case, along with the speed limit signs 3.29 and 3.31, the corresponding road signs must be additionally installed, warning about the nature of the danger and / or approaching the corresponding object.

If road signs of speed limits 3.29 and / or 3.31 are installed in violation of the requirements specified by these Rules regarding their entry or in violation of the requirements of national standards or are left after the elimination of the circumstances in which they were installed, the driver cannot be held liable in accordance with the law for exceeding the established speed limits.

12.10Limitations of the permitted speed (road signs 3.29 and / or 3.31 on a yellow background) are introduced temporarily exclusively:

a)in places of performance of road works;
b)in places of mass and special events;
at)in cases related to natural (weather) phenomena.

12.10Limitations of the permitted speed are constantly introduced exclusively:

a)on dangerous sections of roads and streets (dangerous turns, sections with limited visibility, places of narrowing of the road, etc.);
b)in places of land unregulated pedestrian crossings;
at)at the locations of stationary posts of the National Police;
d)on sections of roads (streets) adjacent to the territory of preschool and general educational institutions, children's health camps.
