The use of special signals.

The list of state bodies on whose vehicles special signals are installed is approved by Decree of the President of the Russian Federation of 19.05.2012 No. 635.

3.1.
Drivers of vehicles with a blue flashing beacon turned on, performing an urgent official task, may deviate from the requirements of sections 6 (except for the signals of the traffic controller) and 8 - 18 of these Rules, appendices 1 (Road signs) and 2 (Road markings) to these Rules, provided ensuring traffic safety.

To gain an advantage over other participants in the movement, drivers of such vehicles must turn on a blue flashing light and a special sound signal. They can take advantage of priority only by making sure that they give way.

The same right is enjoyed by drivers of vehicles accompanied by vehicles having special colorographic schemes applied to the outer surfaces, with flashing blue and red flashing lights and a special sound signal, in cases established by this clause. On escorted vehicles, the dipped-beam headlights must be switched on.

On vehicles of the State Road Safety Inspectorate of the Ministry of Internal Affairs of the Russian Federation, the Federal Security Service of the Russian Federation, the Federal Security Service of the Russian Federation and the Military Automobile Inspection, in addition to a blue flashing light, a red flashing light can be switched on.

3.2.
When approaching a vehicle with a blue flashing light turned on and a special sound signal, drivers must give way to ensure unhindered passage of the specified vehicle.

When approaching a vehicle that has special colorographic schemes applied to the outer surfaces, with flashing blue and red flashing lights and a special sound signal, drivers must give way to ensure unhindered passage of the specified vehicle, as well as the vehicle accompanied by it (escorted vehicles).

It is forbidden to overtake a vehicle that has special colorographic schemes applied to the outer surfaces with a blue flashing light and a special sound signal.

It is forbidden to overtake a vehicle that has special colorographic schemes applied to the outer surfaces, with flashing blue and red flashing lights and a special sound signal, as well as the vehicle accompanying it (accompanied vehicles).

3.3.
When approaching a standing vehicle with the blue flashing light on, the driver must slow down in order to be able to stop immediately if necessary.

3.4.
A yellow or orange flashing light should be activated on vehicles in the following cases:

  • construction, repair or maintenance of roads, loading of damaged, malfunctioning and moving vehicles;

  • the movement of large vehicles, as well as the transportation of explosive, flammable, radioactive substances and toxic substances of a high degree of danger;

  • escort of heavy and (or) large vehicles, as well as vehicles engaged in the transport of dangerous goods;

  • accompaniment of organized groups of cyclists during training events on public roads;

  • organized transportation of a group of children.

When the yellow or orange flashing light is on, it does not give an advantage in movement and serves to warn other traffic participants about the danger.

3.5.
Drivers of vehicles with a yellow or orange flashing beacon turned on when performing road construction, repair or maintenance work, loading damaged, out of order and moving vehicles may deviate from the requirements of road signs (except for signs 2.2, 2.4 - 2.6 

, 3.11 - 3.14 

, 3.17.2 , 3.20 ) and road markings, as well as paragraphs 9.4 - 9.8 and 16.1 of these Rules, subject to ensuring road safety.

Drivers of large vehicles, as well as vehicles escorting large and (or) heavy vehicles, with the yellow or orange flashing light turned on, can depart from the requirements of the road marking, provided road safety is ensured.

3.6.
Drivers of vehicles of federal postal service organizations and vehicles carrying cash proceeds and (or) valuable goods may include a white-moonlight flashing light and a special sound signal only when attacking said vehicles. The flashing light of a white-lunar color does not give an advantage in movement and serves to attract the attention of police officers and other persons.
